Eradicating Poverty with Universal Health Coverage: The World Bank's Plan for Public Health

Biography: Maryse Pierre-Louis
Dr. Anne Maryse Pierre-Louis is currently the World Bank's Public Health Cluster Leader, in charge of coordinating public health activities across regions of the World Bank. She also established and leads the World Bank Public Health Community of Practice, which is a forum for fostering knowledge and promoting work and action across sectors and disciplines to improve health outcomes. She assists the Health, Nutrition, and Population (HNP) Director in the dialogue on public health with international agencies, partner organizations, and others. She has led the preparation of the recently published Public Health Policy Note "Connecting Sectors and Systems for Health Results". This report proposes an approach to maximize the World Bank contribution to public health initiatives. This approach is both effective and efficient and will drive multisectoral and multidisciplinary solutions. Since late 2013, she has led the working group on multisectoral approaches that will be highlighted in the strategy of the new HNP Global Practice within the Bank. She represents the World Bank on the Roll Back Malaria Partnership Board and other global high level dialogues in public health.

Dr. Pierre-Louis has 35 years of experience (25 years in the World Bank) in policy dialogue with senior government officials and international organizations, addressing both the development and implementation of programs in public health and health systems more broadly. At the World Bank, she co-founded the public health policy group in the early 1990's. Since then, she has led the dialogue on health policies and programs for the World Bank in the Africa Region (15 years) as well as the Middle East and North Africa Region (MENA - 9 years primarily in Morocco, Jordan, and Algeria). She has also carried out influential analyses, including on HIV/AIDS Strategy in MENA, MENA HNP Strategy, Public Health Priorities in the MENA region, and the epidemiological transition in the MENA region. She has conceptualized major events in both the Africa and MENA regions, on key strategic topics such as basic health care services, health systems strengthening, public health policies, and hospital and health sector reforms. She was responsible for guiding the design, establishment and operation of the largest World Bank malaria control effort to dates, as well as leading coordination on malaria control activities with the UN Envoy's office on malaria and other partners. Dr. Pierre-Louis led the Disease Control Program (which regrouped HIV/AIDS, Malaria and TB) within the Africa region, positioning this program within the broader health systems agenda.

Prior to joining the Bank, she served as the resident technical advisor and Chief of Party for USAID's health programs in Mali and Rwanda. Earlier, she managed health projects for Columbia University, helping to establish a network of cooperatives to promote access to family planning services in Haiti, which is her native country. She has held several positions in the private and public sectors in Haiti, including as director of the then-largest maternity hospital in the country. She is a Medical Doctor (University of Haiti) and hold a Master of Public Health and a Master of Science in Health Service Administration (MS/HSA) from Harvard university. She has also completed postgraduate studies in health economics at the Graduate Public Policy Institute at Georgetown University. She has served as adjunct professor and lecturer at Georgetown University, Johns Hopkins University and Columbia University.
